As for cutting the belts, it is something all depends on the situation. I have only had to cut belts a few times and those times I wanted to get the driver out of the car as fast as I could no if and or but. And in most of those cases it would be fire or something of those cases. Most times if its really serious we will try to keep the driver in the car cause chances are we will backboard just to be careful.
As for the Hans device updates here are a few images of Conor Daly's
If you can't see the difference it is that the back part of the head support is higher then the standard Hans. This prevents the head extending over the back of the device.

This is for rear impacts or whip lash after a frontal impact? I thought the problem was the front 'arms' of the Hans damaging the ribs, I may be dim but I can't see how the higher back stops this happening?

I believe it is for rear impacts, the digging into the ribs is another issue all together.

I think that is something iRL came up with to reduce injury in rear impact where your torso moves up and the normal HANS would flip or get caught.
