what is he doing around the 4:45-4:15 mark? seems like he had ample opportunity to pass for 2nd and challenge GA for first if it would stick...

Did you watch the whole race (the other 3 clips on YT)? He ruined the race battling for everything. The first two guys had the right idea, they were clearly working together to distance themselves and then decide the race between the two of them. The camera car would've been smart to follow along and try to make it a 3-way battle.

PS-I'm stumped as to why he cut off the esses. Looked like he could have made it just fine. The first time I watched the video I had to rewind to see if there was something I missed.
