Default Yellow Flags - past the incident vs past the next clear flag station

I notice this is one great inconsistent thing between groups worldwide

I know NASA uses the "past the incident" wording, but other groups make you wait to the next clear station (Magnus' FIA flags thread in particular...)

Pros as I see them:
Past the Incident - race resumes sooner, drivers have to notice where the incident is and can better avoid it with that knowledge

Past the next clear flag station - if there are multiple incidents in that flag station's zone they are "protected"

any other thoughts? What groups run under which version of that rule?
