Nah,
No harnesses and the seat isn't FIA approved.

Nah can't be Billy...he went off the track and lived. If that was Billy the Halon system would have exploded the second his wheels touched the grass.

cmon guys this was obviously from last year or something.. it's billy, but he just has yet to cycle through the 3rd seat and belt variation, and the extinguishers aren't even a twinkle in his eye yet.
